Hi,
I have a Plusnet Sagemcom 2704N router and I'm getting very slow upload speeds (0.19Mbps), and the upload speed fluctuates between ~4Mbps and 15Mbps.
I don't know if maybe the upload speed is capped?
My stats are:

A warm welcome to the foums.
Looking at the stats you've posted, the US is not capped. The US synch is a little lower than one would hope for on a line with your attenuation.
Was the speed test done over wifif or over an Ethernet cable with wifi turned off? Connecting a PC to the router with a cable which has otherwise been connected over wifi provides no assurance that the cable connection is being used in preference to wifi if it is still configured and turned on.
Is there any noise on the phone line? Dial 17070 option 2.
Is the router plugged into the master socket? Are there any other extensions (in use or not)? Take a look at the speed issues thread and see if there is anything there which might help you.
