The ping results on Speedtest.net are rubbish.  It's never worth using that as a guide on latency.
FWIW, I'm on O2 and was having really laggy browsing and have been during peak times for the last couple of weeks, even though speed results were normal.  I think that this is part of a global issue.
It may be a Be/O2 problem

Dear Member
We are currently aware of an increase in ping times that is affecting
some of our members' internet usage. This has been predominantly down
to an unexpected spike in usage over the past few weeks which we are
now urgently trying to combat.
Over the immediate coming weeks we will be working on our transit
links, which will be completed on the 17th November. We will also be
upgrading specific exchanges so that service will return back to its
normal reliable self. These exchanges include; Marylebone, Norbury,
Kidbrooke, Guildford, Newington, and Dunfermline. If you are
experiencing issues and your exchange has not been mentioned here,
please wait until the end of this week in case it is related to the
transit links. If you are then still experiencing issues, please raise
a ticket in your member centre as it may be an individual issue.
Currently we're unable to give specific times of the upgrades but we
will post these on our network status page which is linked to our
forum. You can login to the forum for further updates via
www.bethere.co.uk.
We are so sorry for any inconvenience this may be causing and are
working very hard to get things sorted for you as soon as possible.
Kind regards
The Be Team

Re: Slow speeds afternoon and evening

well..... its bursty and laggy already!!!!!!!  Done a couple of gateway hops, 1 gave me sub 1meg speeds, now on PTE-AG2, getiing around 2500-3000, but again bursty and spluttery browsing. What the F*** is going on.  I am going away for a few days, but if its still like this when I get back, I will have no choice but to request a MAC, and an early release from my 12 month contract. I am in a 12month contract as I took up an offer for cheaper BB for 3 months, in that I stayed for 12months, but I did this in good faith that the service would not deteriorate to the levels it has now, and in this respect, its not fit for purpose. I pay for PAYG, as I wanted everything in Gold or above, and therefore expect line speed for all my internet activities. ( I do not use P2P, usenet or other stuff like that). I my view, you are fundimentally, and consistently not providing this. This in breach of contract in my view.
Router stats stable for 8 days, and counting, Do not have a useage limit as on PAYG, and pay for going over paid for useage.
Very cheesed off, previously happy customer.

Re: Slow speeds afternoon and evening

Hiya,
The lagginess you are seeing is nothing to do with our network.
There is currently no latency on Gold or Silver traffic, nor are there any gold drops currently.  This means that the speed issues you're seeing, cannot be down to our network.  There's even some spare capacity across our network (ie: we're not full).
It could be exchange based, or something to do with your line or hardware.  But I can promise you, it is not down to our network, nor the way we handle traffic.

@penfold
Can't remember if you said you'd checked or not (had a quick look back through your posts but didn't spot it) - have you checked your exchange status here?
If it's red against VP capacity that will probably be the cause of your problems.

Is this normal?
Why can i  not see the fault checker gizmo? When ever i click on the link i just get a blank screen with the Plusnet theme around it.
Green against VP for my Exchange.

I'd hope that it isn't normal.
Can you try running a BT Speedtest from http://www.speedtester.bt.com ?

I Get: Test Error
The system is currently busy. Please try again shortly, however if this problem persists, raise the issue with your service provider.

You are indeed on LLU.
There is another issue on your line nothing to do with any congestion on the network as the link into the LLU network is not busy at the moment.
I see you've opened a ticket due to the speeds and one of the Analysts has responded to the ticket and the issue may well now be resolved so if you can test now and if it's no better update the ticket and we can get a fault raised.

Phil, What ever they tweaked, it needs to go the other way, its worse.
There isn't a BT problem in our area is there? Reason is i have just been to my father in laws in Bournemouth (about 11 miles away) hes got problems as well (ISP = AOL...I know i have told him ::))
I have pinged my router from pc and pinged the pc from the router...seems quick enough. Could this fault be my internal network (all pcs are showing the same speed test results)????

Your High-speed Broadband Service = Your current broadband speed is 8000 Kbps
We had two tweaks from support but no improvement.
Plugged the router into bt test socket with a brand new filter....same results.
Given up for today.
Has anybody experienced router failure that had the same symptoms as these? Undecided

New router i think. Can anybody recommend a 802.11N router with VPN...looking at Draytek?
