Slow speed since 21 September and No DSL and Phone since last Friday.

I reported the problem on 21 September because of very slow internet speed. It took more than 5 mins to download a 3 MB academic journal in PDF for my dissertation. After that during the fault checking processes, my speed was around 250-300 Kbps. Last Friday some Plusnet assistant called me to reset a router to get a better sync speed so I phoned my friend to do that but there is no internet. Next day, I went home I found that not only no internet but also no phone dial tone as well.
What is going on with my case (Question #35427533)?
Why Plusnet take a very long time to fix it?
