The one factor that may delay Plusnet's withdrawal of PSTN is that they will lose all their ADSL broadband customers - and they still have quite a lot of them. It's conceivable BT may make an exception for Plusnet to avoid losing significant business overnight (but that is only delaying the inevitable).
The other thing to remember is that OR is constantly rolling out FTTP to ADSL areas, so it’s in the interest of Plusnet to delay for as long as possible.
