Sorry to hear this. The problem is actually caused by a fault on the phone line, which has resulted in the line being slowed down.
I've raised this to the supplier already who've given us an estimated repair time on 24.10.14 by midnight.

Jack raised a ticket on your account to monitor this. You should therefore get an SMS from our faults team once we get confirmation that it is working.

No, that wouldn't cause a no dial tone fault.
As the tone is generated by equipment at the local exchange it tends to imply a physical fault with the line.
Our line tests can usually pick that up without a handset needing to be plugged in.

Sorry to hear that you haven't seen any change yet, just reviewing the fault it seems that this is still open even though the estimated repair date has passed. I'll see if I can give this a nudge for you now and find out why the fix hasn't been implemented yet.
You should have an update on the aforementioned support ticket as soon as we have some detail.
UPDATE
I've just been speaking with Openreach and it looks as though the fix was delayed due to resourcing in the area however they have resource allocated for the fix to go ahead today. Given this we should be able to see the problem repaired today and hopefully that will give you a shift in speeds.

But I'm still getting slow internet speeds, the no dial tone could has been a fault for years as I don't use a home phone so that doesn't seem to be the cause of the slow speeds. Regards terry

Your sync rate is a LOT better now. I've changed the speed profile at our end for you. Unfortunately, I can't see what the bRAS (BT profile) is set to (the tests keep failing).
Can you please re-connect to the internet for me. If you still have slow throughput speeds, can you then let me know and also perform the BT Speedtester and provide us with the results.
