Slow download speeds?

For the past week or so I've been getting consistently slow download speeds around 4.5 Mbps.
My IP profile is 9.1Mbps.
Could anyone please advise?
Bandwidth (Up/Down) [kbps/kbps]: 888 / 10.316
Download speedachieved during the test was - 4.58 Mbps
For your connection, the acceptable range of speeds is 4 Mbps-21 Mbps.

I am connected to the router via ethernet.
Estimated line speed:
9Mb (This may vary between 8Mb and 11.5Mb) - Checked on 2013-09-17 19:22:30

I've just performed a diagnostic check which actually shows the current BT profile as being 7808kbps so I've set the profile on our side to 7800 to reflect that for you.
By the way I'm just wondering when you ran the first test that shows the 9.1mb profile? from what I can gather it looks like the profiles are fluctuating quite a bit.

I've noticed that my router's connection speed can vary quite a bit, though it's usually around where it is now.

The line is not crystal clear.
I am hearing some quiet, albeit constant interference noise on the line after conducting a quiet line test.

Is your phone a corded phone or a cordless (DECT) phone - cordless phones often have a low level background noise.

It is a cordless phone which may well be the cause of the low level background noise.
Hopefully the faults team can come up with something because 0.16mb download is really taking the biscuit!
