I will check my work ADSL links (3 of them, 2 with another ISP and 1 with plusnet business) this evening. Am I right in thinking that if I do this I probably won't get a reply until monday?

Plusnet's hands will be tied though as they await information from their suppliers (BT Wholesale).
I would be shocked if this issue is resolved for you before you're scheduled to get fibre next week.

I know that it's possibly/probably a BT Wholesale issue (I work in IT), but my contract is still with Plusnet, and its up to them to put BTw's feet to the fire on this

Ideally, we need faults raised on each account, just so we can raise the issue. The more the merrier, and the easier it will be for us to raise a case.
If you can collect usernames, if problems exist, and if they are on the same exchange, PM whoever is on here tomorrow and they can start to collate the data. Once we have enough examples, we'll raise the pro-active case.

Just checked the Exchange information page here http://community.plus.net/exchange-information/ and found the following
Cardiff and south Wales Increased peak time latency and reduced speed AF-MF-28243 12/1/15 Work completed to fix on Monday evening, monitoring 90% of customers in the South Wales area 12/1/15
Is it possible that this is connected to our issue here in North Wales?

Just heard back from Customer Support with exchange details:

Exchange - LLANUWCHLLYN
SVLAN - Total of 2 VPs. This circuit is currently on NCIF411200 which is showing BLUE.
VP Data - Blue - 1 , Green - 0 , Amber - 1 , Red - 0
TAGs (Clean): 7 to 8 Mbps (Fibre available)
Am I right in thinking that Blue = "working normally" and amber is "medium congestion"? So our local exchange has one VP that's running at or near capacity?

Blue = best (should be no issues with congestion).
From best to worst - blue, green, amber and red.
I suspect the issue is beyond the SVLAN/VLAN and in the actual backhaul. This isn't something Plusnet have direct monitoring data to see though.

Its definitely congestion somewhere, and has come soon after FTTC came to our exchange.
Just to check, am I right in thinking that FTTC doesn't rely on the existing exchange's backhaul?

FTTC is over 21CN. It looks like your ADSL is over 20CN.
Llanuwchllyn is a child exchange of Dolgellau for FTTC - so that might mean that Llanuwchllyn will not be upgraded for 21CN itself and that FTTC will be provided over 21CN directly from Dolgellau.
The normal process used to be 20CN > 21CN > FTTC/P for an exchange...but some exchanges skip the 21CN upgrade if they have another exchange that's close and has already been upgraded to 21CN.
