The way you have your set up now seems to be staying stable. The profile has lifted and is now 3000. I have changed the one on your account to reflect this and you should see that speed shortly. I would expect a little better from your line but that is a vast improvement on the 350k you were getting.
As for your line being capable of 20Mbps, it's not. The technology (ADSL2+) is capable of that but your attenuation is 51.5dB so that means your approximate line length is 3.8Km. The closer you get to an exchange, the more your speed would increase.
