OK - but my suggestion is that you leave it alone, especially now we are approaching night-time, and then re-run the tests mid- morning tomorrow. Your download speed as reported on the BTW test suggests there is something horribly wrong.
As a general rule, you should not start/stop your router unless instructed by someone who knows what they are talking about.
