Slow Download speed

Here is my Netgear D3600 router stats:
Downstream
Link rate:  12601 kbps
Line attenuation: 34.6 dB
Noise margin: 7.6 dB
Upstream
Link rate:  444 kbps
Line attenuation: 17.7 dB
Noise margin: 24.1 dB

My download speed on the BT speed test is: 2.13 Mbps and upload speed: 0.36 Mbps
On the further diagnostic test the results are:
Download speed achieved during the test was - 2.13 Mbps
For your connection, the acceptable range of speeds is 4 Mbps-21 Mbps.
IP Profile for your line is - 11.12 Mbps

And what it says on plusnet
Estimated line speed:
    17Mb (This may vary between 10Mb and 19.5Mb) - Checked on 2015-06-21 12:59:09
Current line speed:
    10.9 Mb

Just to confirm is this on a wired connection?
If the first BT Speedtest has failed you should be able to run the next one.

That was on a wired connection

The problem appears to be solved now, the latest results
Download spee dachieved during the test was - 10.66 Mbps
For your connection, the acceptable range of speeds is 4 Mbps-21 Mbps.
IP Profile for your line is - 11.12 Mbps
