I ask as only my incoming is, outgoing is bronze, which i'm thinking would explain my high latency. This warrants me sending a ticket?

AFAIK outgoing traffic isn't prioritised at all.
Quick search - 0x00 is upstream traffic

Yep your upstream traffic wouldn't look prioritised as it hasn't been through the servers which would do the prioritisation of the traffic.

as adiewoo has said the upstream traffic hasnt been through the eccolya's so hasn't had the information added to the header of the packet, but if you send that packet to a user monitoring with wireshark they should be able to see what priority your upstream traffic was given by PN network as it passed through (as long as there isp dosent remark it with there own downstream priority )
