Satisfactory router stats and IP profile - very low speed and BT test results

Although my IP profile has been restored at the exchange to 8.74 mbp/s
having been lowered to 0.25 mbp/s 3 weeks ago as a result of frequent
disconnections (I assume) - and my indicated download speed has
been restored from 880kbp/s to 9.9 mbp/s, in practice my download
speed hasn't improved at all.
1. The router is connected direct to the master socket.
An alternative connection via a phone extension yields similar results
With both using new\swapped around filters.
(So presumably the problem doesn't lie in the connection between
the master socket and router/modem)
2 Tests were conducted using a Voyager 105 modem in addition to
the TG585 V8 router.
(so presumably the problem doesn't lie with the router or modem.
3. Tests were conducted using a fresh install of Windows XP SP3
on a swapped in HD. As a long time Ghost user I take frequent images of
each fresh install and update, so unless the Microsoft update site is
infected, viruses trojans etc etc can be ruled out.
4. There have been no problems with the phone line which is underrground
in a suburban environment.
Some router statistics
Bandwidth (Up/Down) 440 / 9,912
Output Power (Up/Down) 12.5 / 20.5
Line Attenuation (Up/Down) 14.0 / 26.5
SN Margin (Up/Down) 29.0 / 15.0
Modem Stats (from the tooltip on the taskbar)
modem stats Rx 6,432 kps Tx 448 kps
Although the theoretical modem speed is slower than that of the
router 6.4 mbp/s as against 9.9mbp/s this speed is in line with what
I was achieving before (or at least Youtube clips would play without
caching every 5 seconds - my only real criterion)
Doing a BT speed test from the master socket with all firewalls
and AV etc switched off
IP profile 8.74 mbp/s
However -
download speed 0.19 mbps
upload speed 0.38mbps
Which is more in line with the actual performance.
Now to me at least, something doesn't quite add up here.

Thanks for your prompt reply
I've just tried a Youtube clip and its still caching every 5/10 seconds
This isn't critical as I've probably watched al the Youtune trollybus clips
I'll ever want to watch but its annoying as so many news sites feature
video content.

Disconnect and reconnect on your router (or power down and up again).
