Is it a Hub One? Unfortunately some of these hubs do this and Plusnet will not replace it. You can quieten most of them by switching off the 5GHz band.

It can be caused by wound components but more likely electrostatic movement of capacitor windings / plates in capacitors. I assume that one or other is being excited at a sub harmonic resonant frequency of the data rate.
