Over the last two weeks I have noticed large swings in Download speed
I have reported this to the support desk and was told it was 'normal'
Thinking it over I probably didn't explain the problem fully so I thought I'd write it down
and try here
When loading web pages the slowing down, and speeding up, is easily visible
It's independent of weather and time of day
Fortunately, for me, Eurosport Player and Netflix appear to cope with the swings
Until recently tests showed 8-10M Down/1.0M Up Daytime and 12-14M Down/1.0M Up Evening

Tests were carried out, at five minute intervals, using the same server(Vodafone London)
from a hardwired desktop PC, Wifi Laptop tests produce similar results
Other network devices switched off and only one user, ME, Online
NO resets have been seen since the problem began
I power cycled the router on 1st of the month, as is my custom, and the stats, and the problem, remained the same
but with a new IP address
Pingtest.net test: Packet Loss 0% - Ping 15mS - Jitter 1mS GRADE A
Many Quiet Line tests carried out Result SILENCE

The Noise Margin and Attenuation figures have been the same for years, and three different ISP's
When the line has been reset at my request, by Plusnet, after several days the 'Normal' figures return
