Recent FTP throttling?

Hi Guys,
I'm wondering if anyone is suffering from recent (past week or 2 approx) FTP throttling in the evening. At line speed i can usually download just over 7 MiB/s yet recently in the evening i'm lucky to get 900 KiB/s from an FTP service, normally more like 400 KiB/s.
Some details:
-I can download from other services at line speed when this is happening (Microsoft download for example or Speedtest.net)
-FTP site works fine if i test at the same time from a server at work.
-FTP speeds up if i tunnel through work VPN connection (limited by office upstream speed circa 3 MiB/s).
-FTP is fine during the day.
In other words i'm sure it's bandwidth management.
I briefly added the Pro-Addon which made no difference at all. So has something changes with Plusnet recently? is this something i can expect to be resolved or a change in the service delivery policy going forward?
I have an open ticket but 40+ hour response time had led me to probe the forum to see if others are suffering this issue.

Just an update.
Plusnet have asked for a Wireshark trace (presumably to see which grade the traffic has been assigned to) which i will provide when i get home this evening.
Still interested if anyone else is experiencing this.

I'm having the same issue. I haven't opened a support ticket, yet.
I bought the pro-add on, but it hasn't helped.
I thought tunnelling through my VPN would help, but it hasn't helped either.
My only option is to consider a new ISP.

I'm not aware of any issues at the moment, but if anyone else does find themselves with this problem, it would be appreciated if you could post here so that we can investigate further.
@jolliffegeorge if you could also post once you've uploaded the wireshark capture on to the ticket, we'll take a look at that too.

The original post is about 5 months old, but there's some confusion about the units used. 
KiB == binary kilo bytes
MiB == binary Mega bytes.
http://en.wikipedia.org/wiki/Kibibyte
900KiB/s == 7.2 Mbps which doesn't look bad depending on the OP's connection speed.
7 MiB/s == 56Mbps which too fast for ADSL.
