Looking at the figures posted by Chris, the line synch speed is right on the nail for ADSL(1) at the reported DS attenuation.  61dB is though somewhat at the far end of viable ADSL operation.  I'm guessing that you are on a long rural line?  Look at this link to get line length estimations - http://www.kitz.co.uk/adsl/adslchecker.php - should be about 4.4km.
The 7dB SNRM rather implies that there was noise present on the line at the time of the last resynch - indeed looking at the RADIUS plot the link was down for about an hour.  That could have been BT maintenance... but that would be pure speculation.
Recommend that you follow the speed issues thread (see link below) and report back here all of the requested information.  Also do a quiet line check - dial 17070 option 2 using a corded phone in the master socket.

Its something I have to follow up when I return home, yes its a long line as we are out in the sticks on the east coast

I have just been streaming a programme and had lots of buffering, I noticed by looking at my router stats the snr had dropped to 1.3  and when the snr returned to around 4 the buffering stopped see stat attached ( if I have done this correct)

Oh dear!  That (along with recognising you have the 2704n router) is not good news.  That is a very useful observation and is indicative of intermittent line noise - possibly audible, may be not.  The reason that the router version is "bad news" is that the usual tools for monitoring line performance do not work with that router.
Is there noise you can hear on the line?  Dial 17070 option 2.
When the SNRM falls, I would expect that the retransmission (error rate) will rise, therefore a portion of the available bandwidth is effectively wasted.
Look at the suggestions in post #10.

the good thing is that i have just had a billion bipac  7800n router delivered , whats the best way to change them over with out messing up my line

You should be able to log in to the 2704 and hit disconnect, once you've done this you're safe to power it down and switch to the other router.

i have been running the billion for 17 hours 35 minuets now and the snr has been around the 6.8 to 7.1  with a speed of 3200 kbps recorded  ( i am now using router stats to monitor the line) which for my long line i think is good , was surfing the net when everything stopped .
snr dropped to 0  and then line relinked at 3392kbps and snr at 5.9 , is this how the line works , stats below and a graph of the snr drop, clear line test at master socket only faint buzzing heard

The SNR target is at 6db, which should give enough leeway for normal fluctuations over the course of a day.
Did anything happen/coincide with the SNR hitting 0? Received a phone call, made a call, any heating etc come on?
I've just tested the phone line and no fault condition was found.

Hi Chris  , no nothing at all was switched on  no boiler starting or anything I can think off,  I am still monitoring the line and there have been no more dips
On my plusnet page it shows my speed at 2mb  can this be reset to match  my sync speed  or do I have to wait
Happy with the snr at 6db

The profile on our side should match the IP profile for the line rather than the sync speed, on 20CN these changes take 3-5 days to alter the IP profile unfortunately.

So if my line remains stable and syncs higher than 2mb for 3-5 days  my speed should increase

It needs to sync above 2848 for the profile to increase to 2500. The table on here shows the syncs and the relevant profiles: http://www.plus.net/support/broadband/speed_guide/broadband_terminology.shtml#ipProfile
