Puzzled By BT Speed Drop Criteria

OK so I'm puzzled by most things broadband but one thing that seems inconsistent is what happens when you get a line drop followed by a lower reconnection.
I know that if you do another reconnect at a higher speed the low blip doesn't get counted/noticed, if you see what I mean.
What seems inconsistent is the time factor. Some low speed line drops seems to get reflected in your current line speed almost immediately while others don't.
Today for instance line drops early in the morning to well below my current speed threshold. When I noticed it the reported line speed hadn't dropped yet so I reconnected at a higher speed and the line speed held. Without having dropped after being below that speed threshold for just over four hours.
I wonder if the time factor is random or is there some percent scale similar to the mythical one for rising speeds?

Yes that's it. Seems very little logic in it though. More luck of the draw.
