Are there any restrictions (throttling) on on either
Value before you reach the 10Gb cap?
Extra before you reach the 60Gb cap?
If I remember right there used to be throttling something like 60% of the way to the published limits.

Restrictions prior to the headline bandwidth limit being reached were a feature of legacy products such as Broadband Premier Option 1 which were withdrawn when the BBYW Products were launched in April 2007.
The new products do not specifically mention restrictions prior to headline bandwidth being reached because there are none. With the new products it became possible to purchase additional bandwidth which (at extra cost) avoided bandwidth-based restrictions to higher limits.
All products other than legacy PAYG and the Pro series have protocol-based speed restrictions which are shown in the Comparison Tool that Jojo linked to.
