Problems

Internet is like treacle although my connect speed is fine and I've low CRC errors.

mtr to news.bbc.co.uk shows high losses within PN

It does seem like there is a problem on Plusnet's network... but before that, there appears to be a big problem on your own.
68.5ms average ping time between your computer and your router?  Best 6.6ms?

As you can see, compared to my LAN your worst case latency is 18293% of my worse case latency (my worst case being 100%).

Wireless connection - sometimes does that. Can't say that I'm too impressed with the TG585 v7
But then looking at your stats the hop out to PN on yours isn't too hot

Ah spurious result I think, as I learned how to copy the output of rtm without causing it to quit.
I just left it running for an hour our two and got

That seems fine to me.
As for your own results, even with wireless they look incredibly poor to me.  Can you connect by cable and do the test again?

I'm concerned about the % loss inside PN not about the occasional slow packet on my internal network

I understand, but I still think there is a problem with your currently local connection, and unless that's resolved how can you be sure the packet loss is the fault of Plusnet?
I would always try to use a wired connection when diagnosing network issues.

my version of MTR seems to be giving odd timings as a pinging my router for 100 packets shows:

100 packets transmitted, 100 received, 0% packet loss, time 99049ms
rtt min/avg/max/mdev = 0.619/0.707/1.733/0.145 ms

but mtr shows:

It looks like rebooting the router. which got me onto a different gateway seems to have solved the problem.
