Plusnet's Fibre estimates

Morning guys,
FTTC has recently become available to me, according to BT I'm estimated a high of 61Meg down (clean) and 43Meg low, however Plusnet's only shows 43, is this just plusnet erring on the side of caution to make sure they don't over estimate, by estimating from the lower range BT gives?
Also, if I was to go for the up to 80 package, in the hope I'd get nearer 60 but turns out it was nearer 40, is it easy enough to downgrade to the up to 40 package?

Hi Mark,
The estimate we take is from the lower estimate given. It may well be that your speeds are towards 60Mb/s but we need to set customer expectations as good as we can and not over estimate.

You can also switch to the 40Mb/s product at anytime.
