this is a community forum.... PlusNet staff "hover" around to pick up on things they may be able to help with.... it is not an "official" help channel, that is what the phones and ticket system is all about,
Jelv has asked you twice to post a BT speed test http://www.speedtester.bt.com/ ; as a starting point to help you sort out your problems..... he is a PlusNet customer, and will try to help...
The BT speed test is a necessary starting point, as it is also recorded at BT for future diagnostic purposes..... the result will give Jelve, and others, some basic information about your line and the connection.

That looks OK - now we need what https://portal.plus.net/my.html?action=data_transfer_speed says in the box please (mask out your telephone number).

I've upped the profile though a check on BTs system seems to show it's still at 250. Seems odd, going on the above, so please post back if it doesn't work as there may be a mismatch on some systems somewhere.

Now Matt has manually set this to match the IP Profile you should see the correct speeds.
If you get an problem again, compare those two figures - they should be the same (but note that the Plusnet system can take up to 12 hours to follow an IP Profile change).
