Peak time latency

I have a relative on FTTC who I help out with his broadband and since Tuesday he has had the latency and packet loss shown on the BQM below.
Is this likely to be exchange congestion?
He is on the Archers Court exchange (NDACO)

Could be that, though it could also be busier evenings on the gateway he's connected to - is it affecting his connection (and more importantly his use of it) at all?
Just checked Archer's Court exchange at http://usertools.plus.net/exchanges/ and it's showing green, likewise for 21CN.

Just checked and he hasn't been using the connection between these times.
Just switched him from ptn-ag01 to pcl-ag07 so will see what happens tonight.
