The latest is that a fault advisor has updated my ticket in detail, for which I am grateful. In short the position now is:
- MTBE is not a useful measurement and one the advisor never uses, and in any case the figure of 59 would not cause a noticeable issue.
- He looked at other data and said there is nothing really to warrant further investigation.
- If I can submit BT speedtests to demonstrate my problem, Plusnet will chase with the supplier
Trouble is (as I posted before) BT speedtests and TBB 6x speedtests don't show much problem. But real downloads and streaming and TBB 1x speedtests are slow and troublesome.
I have a feeling this is going to go round in circles or never get anywhere. I'm thinking it might be easier just to upgrade to fibre and see what happens (other supplier works out lot cheaper with introductory deal).

tbbx6 tests are masking the problem, x1 is representative of real world performance.

59 sec per error is very unlikely to be the cause.
The most likely cause is congestion somewhere.
So local to your network.
Local to your exchange.
Within BTw network.
Within plusnet network.
Peering/transit is also possible but I think unlikely if "everything" is slow.
