Not Spam and have to move it to inbox. Why?

So I have just spent a happy hour working through the Spam folder I did not know was active, and for all of the many false positives I had not only to say they were not spam, but had to move them to my inbox so that they would download to may email software.
Why the need for 2 actions?
If I flag something in the Inbox as spam, it moves to Spam. Why are 2 actions needed in the other direction?
Also, by what stretch of the imagination does the spam filter pick up newsletters from the BBC, and miss offers of a bigger d!ck?

Clicking on Notspam sends them in to help train the filter -- an optional move. Moving them to Inbox allows them to be picked up by POP3.

Go to options, display preferences. At the bottom you will find the settings shown in the attached screen dump.
