Given how far you are from the exchange you are never going to get decent speeds - your only hope for a permanent solution is fibre.
Do you know where your cabinet is? If you put your telephone number in to http://www.dslchecker.bt.com/adsl/adslchecker.welcome, at the top of the page it gives your exchange name and the cabinet number. Could you post the results from that page anyway please (obscure your telephone number).
Once you know the cabinet number you can go hunting for the cabinet - it will have the number painted on the outside. If you can't find it post the exchange name and cabinet number - there's people on here that know how to find it's location on Google maps

Does the Current Line speed match the IP Profile for the line?
What's your current SNRM (Noise Margin) for the Downstream?

With an attenuation of 69 I'd have thought this line is going to be working on a bit of a wing and a prayer so it might need a higher noise margin

Whilst that's obviously true, I've seen quite a few very long lines running with 6dB SNRM..... but what's obviously more to the point is what sort of speed did stathe get before? I don't think I've seen that mentioned.

I dont seem to be able to copy and paste the broadband availability checker
The Devon and Somerset thing tells me there is a cabinet at Burrowbridge nearly 2 miles away

I've just tried a lookup on there and it tells you no such thing.
It tells you that you are connected to cabinet number n on the Burrowbridge exchange, but that doesn't mean the cabinet is in Burrowbridge!
Could you post the cabinet number please.

Have you got everything squeaky clean at your end, screened DSL cable, filtered faceplate, no iffy phone extension cabling?    Every little helps.

As for where the cabinet is I am pretty sure it is by the river bridge at Burrowbridge nearly 2 miles from my home
