No Broadband

I placed an order for broadband on 2/11/2018. Line was installed on 13/11/2018. My service was due to go live on 14/11/2018. But it didn't and I have been trying to phone for the past two days but never get through. Then I received an email today saying that "Good news, your broadband service is now up and running." But that's not true. It is still not working. Broadband light keeps flashing and there is no internet light. What's going on here? Anyone can help?
