New subscriber slow broadband

We have been experiencing a considerable slow broadband speed and intermittent disconnection.
The broadband disconnects and the green light goes off at times for up to 20 minute before re-establishing a connection. This is not a one-off, it has become a regular occurrence.

Every troubleshooting steps known have been carried out and we are still experiencing o.28mbps upload and 0.36mbps download. We have a new (4 months old) BT Open Reach Wall Masterplate, I have disconnected all the appliances connected to the router including the phone line and the master plate. The 6-day old microfilter supplied by Plusnet is now connected directly to the wall socket and still slow broadband speed.

I will appreciate feedback from your team.
