New fibre very slow download speed

The BT engineer came this morning (just) and installed my new fibre connection  - the 79mbps version which is my predicted speed.  Well done PN.
However the download speed is less than ADSL <7mbps and currently around 4mbps.
Strangely the upload speed is ~18mbps
Help.
