Are the new packages still coming this year, as it is november now and it seems to have gone quiet on that front?.

Plusnet don't announce new packages in advance so an official answer to your question is unlikely. As far as I'm aware the last information accompanied introduction of the 120GB Premium option to the effect that did not constitute a product refresh.
As you say though there isn't much year left if this is to take place.

Oh, i just thought there was a product refresh coming at the end of the year.
