Near zero downlaod speed

This is painful! Took several minutes to get here.

Sync is c.20mbps.

D/l is 0.19mbps!!! Ookla speedtest will no longer run: latency error.

Is this a PN problem, a backbone fault or has my router (Billion 7800DXL) died?

I can't actually see anything that was causing your particular issue. You've had constant sync, and the radius connection has remained up and solid too. There's no reported outages for you circuit, or any emergency maintenance reported for today in the area. 

I could still be maintenance that hasn't been communicated out, or cab work that was being done which has caused disruptions. At the moment I think the best option is to monitor like you've said and see what happens.
