Naked DSL

Could anyone tel me if there has been any progression on the Naked DSL front?
Last thread i found were from 08 so i'm hoping something might had happened since then.
With such a poor quality line I cannot use the telephone as volume is so low and alot of
interference, I'm told this is due to BT's cable bein run along with water pipes and
'it's just tough'
Would rather have data only line as hopefully would be a cheaper and give 'maybe'
better results

Not from what ive seen. 
Even in FTTP setups, you *have* to have a phone line, package and linerental (its covering BTs costs i suppose)
