Well I think I have found the source of the issue - it looks like my draytek router is on its way out. Pulled out my plusnet Thomson router and it works fine, full speed showing so next is to try a full reset of the draytek or go for a new router. Although I do suspect the NTE2000 filter may be playing up as well as the first connect with the Thomson resulted in a very low sync speed.

Maybe you could try doing a firmware re-flash and forced reset of your Draytek? Maybe that will bring it back to life.

A firmware flash, reset of settings indeed has returned the download speed up to normal
