Since my exchange is still 20CN the data traffic will be running via IPSC as PN are now be using WBC for all maaf connections ..... is that right?

WBC (Wholesale Broadband Connect) is a product delivered over 21CN so a prerequisite for WBC is that your exchange is 21CN enabled.
The BT Wholesale Availability Checker will tell you when 21CN (ADSL2+) is available. Once it is Plusnet can move users onto the service. I think they normally do this through bulk upgrades announced by email to users affected.

Just to clarify, you *will* be on IPSC as we haven't any MAAF customers provisioned on vanilla IPStream/IPStream Max any more. Worth considering that WBMC != IPSC.
