Is there any reason why this would be the case? Currently my connection is more or less unusable at the moment.

You are on 20CN - if you check here http://usertools.plus.net/exchanges/ it won't say "BT have advised that this exchange is enabled for WBC on 21CN"
As such there will be a significant delay in the IP Profile (which you can't see) updating and until that does you are stuck
Given the high SNR Margin it is likely that there is a fault on the line and this will have caused/contributed to the low sync speed event which caused the IP Profile to drop to the stupidly low level
Can we take this a bit further
If you dial 17070 option 2 Quiet Line Test - is the line quiet
Is the router connected to the master socket or an extension socket

Go into the router interface and click on disconnect then after about 20 secs click on connect
This doesn't resync the router just drops the PPP session
