Local Exchange 21CN coming soon to my area?

BT Wholesale information:
ADSL status: Enabled as of 15/10/2003
ADSL Max status: Enabled as of 31/03/2006
SDSL status: Not available
21CN WBC status: Not available
21CN PSTN switchover target: Q3 2009
Yes, I know my exchange sucks lol.
Is that saying around August my area should be getting 21CN PSTN so a tiny speed increase, but not 24meg+ Sad
Note: Currently over last 4-5 days my internet speed dropped from 5000kbps down to 500kbps, why is this? I have put a question in on the main plusnet site but waiting for help on it.

The 21CN PSTN entry gives the target date for your telephone voice service to move onto the new network - but since BT set that target in 2006 it might well be out of date. (The equivalent date for my exchange is Q1-2009, but it hasn't happened yet, and nothing has been announced.)
The 21CN WBC (Wholesale Broadband Connect) entry is the one that covers broadband and there is no date set for that. I think that means it is at least 2 years away. The information linked to for your exchange does not give any information on the speeds you might see when 21CN/ADSL2+ becomes available. If you enter your current downstream attenuation into Kitz's calculator that will give you an idea of likely speeds.
I assume the reduction in speed you've recently experienced is due to your router syncing with the DSLAM at the exchange at a low speed. Noise on your line causing disconnections is a possible cause for this. However posting in the Broadband Speed Forum would be a more suitable place to follow this up.

The sync speed now seems satisfactory. So I expect your low throughput speeds are due to a previous low sync event causing BT to set a low IP Profile.
You can check your IP Profile by running the BT Performance Tester; the Current line speed in the Member Centre should be set to the same value.
If these values are low they should automatically increase again within 3 days.
