Line Speed Dropped by 1/3 Since Fibre Installed at Exchange

Hi folks, how's yourselves?
I've had some speed issues since fibre was installed at my local exchange. Perhaps it's just a coincidence, but for whatever reason since around the time fibre became available for the folks lucky enough to live close enough to the exchange my line speed has dropped by 1/3 of it's usual speed. Last year I averaged around 1.5Mbps, occasionally going down to 0.7Mbps when my IP Profile was lowered due to power cuts and the like, however, I'm now being told that my line is only capable of 1Mbps. Plusnet can't give me a reason for this, and BT Wholesale don't talk to the little folks like myself, so I'm just supposed to accept it.
The Open Reach Local Network Status Checker doesn't report any faults ( http://www.homeandwork.openreach.co.uk/problems-with-your-phone-or-broadband/search.aspx ). Plusnet can't find any faults. So what could be causing the lower line speed and how do I go about getting it fixed?
