Download speed may well be limited by the line profile which may be a lot lower than normal for your sync on a new connection, you may just see this pick up as time goes on.
You may be in the initial 'training period' in which case the sync and everything might be up and down for a few days until it settles (assuming your line is reasonably stable).
http://www.speedtester.bt.com/ should give the BT line profile and https://portal.plus.net/my.html?action=data_transfer_speed shoulg give the plusnet profile (current line speed).

Well BT Speed test shows:

The previous owner only got these sort of speeds but I suspect I can get more if I can get my profile upped

If you remain connected at this sync speed, your profile should increase to 3000 within a couple of days or so.

Well the line dropped for no reason and has now connected at 2688 (with a Downstream SNR of 8 ) so I guess I'm not going to have much luck.

Sadly, this will no longer benefit you but the timescale for an IP Profile increase from 2000 to 3000kbps is 72 hours. Plusnet have no control over that, it is down to the DLM software.
Plusnet do have control over the Current line speed setting in the Member Centre, but this should automatically update to match the BT IP Profile within a few hours.

RouterStats is a useful tool for monitoring noise margin variation and should capture conditions across any sudden drops. This tool works with the TG585v7 and TG585v8 with minimal configuration.
RouterStats can be downloaded from http://www.vwlowen.co.uk/internet/files.htm. This How to Use RouterStats topic reply provides a useful guide for configuring it.

I've got router stats so once I've finished putting all the hi-fi back together I'll power it up and leave it running.  The SNR is now 8.5

The upstream error seconds number will not have reset to zero when sync was lost. Did you get the stats soon after reconnection?

I had to disconnect it as I'm still moving things round the house and its now reconnected at 3,168 with an SNR of 7.0.
Router stats is running ....
Edited to add : after 8 minutes of up time I've gone from 1 to 10 seconds on Local Error
I've just looked at the cabling and in my old house the cable from the pole came over to the house to a box then down the wall and through to the master socket - with the cable to the master socket being the same black screened cable that came over from the pole.
Here there is a grey box on the outside of the house with a nice big fat cable coming into it and then from that and through the wall and over a door frame to a master socket (which doesn't have an integrated ADSL connector and is one of the small square BT branded sockets) the cable is flimsy white cable that looks more suited for an extension cable and not the sort of cable I'd expect to see going to a master socket.

I dont meen to be rude but, in all your snapshots of stats, your downloads 17 hours use are less than 200Mb of data, you dont seem to download much is speed realy what you need to download so little?
I mite be realy wrong here but if i was complaining about spped and conection, it would be because i was downloading Gigs of data from various random places and it taking days, but not if i was just looking at a few websites

I have just moved house - so the last thing on my mind has been downloading anything. I actually used 558.37MB  yesterday and 141.67MB so far today (unless PN's view my usage is lying to me)

That's probably an external NTE illustrated by Kitz in the lower part of this page. This provides no test socket for customer use. I think the best that can be done for testing is to unplug everything else, just plug a filter into the first indoor socket and the router into that.
