Is my download speed capped?

Hi all
I'm connected at approx. 19 meg but doing a few speedtests, the results are just over 2 meg 
Is there a problem somewhere?

Put simply, yes. Your line had a brief connection at a much lower speed, causing the problem to update to 2400. This has since corrected, so if you perform a single disconnect/reconnect you should see the higher speeds again.
