My router is a Voyager 2110. We've been in touch with Applecare. As a first step they suggested changing the router channel. We did this, but there was no improvement. The next step was to reset the iPad mini to factory settings. This is because my wife had downloaded everything from her other iPad and there is a chance that some corrupted software had reached the iPad mini. We are now at the stage of starting to test the iPad mini with its factory settings to see whether there are no longer any internet connection problems. If there is no improvement the iPad mini will be replaced.

It's a bit of a pig to customise if you want a specialist setup as you need to use the CLI for that. There's basics you can do through the GUI.
It's a Broadcom chipped device (as is the Voyager) but a later chip.
If you are having wireless issues I would wait and see how that pans out first as in some situations the 582n doesn't give ideal coverage, other people have no problem with it.
What sort of connection have you got atm, speed? 20CN or 21CN?
Edit: I see Jaggies beat me to the first bit I thought I heard there may be another one lurking in the background that may be on trial, not sure, I haven't checked, just a rumour.

If other devices, including other iPads connect OK, then I would suspect the odd man out device!

Just to clarify, we no longer defer the cost of anything against accounts any more so the provision of a new router will either be at cost to the customer as you outlined, or it will be completely free of charge with a new contract.
I would suggest giving the Customer Options team a quick call on 0800 013 2632, you will most probably be able to take a new router along with the possibility of a new deal in exchange for a contract.

Does that mean you've got rid of the Cessation charge - nope I've still got one
Personally I think this maybe a bad move not being able to have it deferred, but does completely free of charge include free postage?
Is there any others available besides the 582n?

That solution (in my experience) tends to be applicable where the device will not connect at all. This situation rather suggests that does not apply. It connects when near the router, but not when further away in areas where other iPads work.
Given that other devices work there but the newer iPad mini does not, I'd conclude that the iPad mini's wifi receiver is deficient. Either it is defective or it has a lower sensitivity (requiring a stronger wifi signal) than the other devices.
A replacement iPad mini seen to be working would indicate a defect in the original.
A replacement iPad mini "failing" in the same way points to a design deficiency (compared to previous iPads) indicating that the mini requires a stronger wifi signal than other similar devices. Such knowledge would be helpful to anyone thinking of buying a mini.
If replacing the router as a potential solution is adopted, then obtaining a device capable of supporting concurrent dual bands would be a smart move as most iDevices support the 5GHz band.

This is why I suggested deleting and re-entering the wifi details!
Always try the easiest options first.
