In which case we can't take it any further - I wish I had your sync rate with that attenuation - all you can do is if it happens again try disconnecting everything from the line except the router and see if it fixes it.
If it doesn't try the test socket and see if that does.
If none of them helps is is probably a line or exchange fault but if one or other of them fixes it there is an intermittent problem in the house
Note - the one to watch is the upstream rate which, if it drops badly, is probably cross talk from the voice line
There is one thing which does surprise me - that is that given all the problems you have been having the dynamic line management at the exchange hasn't increased your default noise margin or banded the line.
