Sounds about right - if we migrated them across on FTTC I believe we'd do so with a new 18 month contract (from our suppliers to us that is) so wouldn't be able to downgrade without the remainder of the contract being charged. We have to migrate across like for like.
So alternatives are I believe either downgrade beforehand or cancel then have us reprovide on ADSL2+, the latter of course involving a couple of weeks of downtime.
