What do you mean by 'internally'? On your plusnet webspace or on your own web server at home?
What product are you on as this may determine if you have a fixed or changeable IP. For running your own web server at home you really need a fixed IP.
NAT is not an issue, you just set-up port forwarding in your router for port 80 (HTTP) and possibly FTP (21)/telnet (23) to the IP of your own web server.
Not sure what you mean about DNS synchronisation?
Do you want to have your own domain name? If so, you have to register it then get it hosted on your PN account. You can then point it to your IP address.

My intention is to host the website on a LAN.
At the moment I a register domain name, ADSL line and extra Ip addresses from my ADSL provider.
I just require ideas on how to host this website on the LAN.
Please help if you could.

DNS - Dynamic and static can be handled by freedns.afraid.org
Using that service you can host your own servers as their nameservers will translate the domain to your IP address.
Apache is a good webserver for windows.
PHP is good for scripting support with apache, but it can be a bit tricky to get working the first time...
MySQL is a free database engine which will work on windows.

I am building a web server with a small SQL ? Access data base.
What I am not sure of is, if NAT will be sufficient or may I should host the website behind an ISA server for sucurity reason but this option slows down response time.
Also should I consider an upgrade of the ADSL servive?
At the moment I am on PayGo 500 with upstream 256kbps and download 8mbps.
