IP Profile and target SNR

Hi everyone,
I have now had my broadband running steady for a while. my downstream is happily sitting at around 14700 with a SNR of 5.5 how would I go about getting the target changed to 3 to see how this goes?
Also although my sync rate has been over 14000 for a few days now my IP profile is still a lot lower than this and I am only getting download speeds of around 11. Would there be any reason for this?

Your IP profile - from the BT Speedtest is 0.885 x sync speed so for 14700kbps sync your speed test result would normally be about 12,500kbps
What does the Plusnet profile give https://portal.plus.net/my.html?action=data_transfer_speed

My plusnet profile is currently at 12.8 so that would be correct.
What should my download speed be in comparison to the IP profile? Higher or Lower?

With my SNR margin, should this decrease automatically if the line is stable enough for long enough?
