SNR on upload is confusing me have no clue why its so high

Your upstream sync speed is capped at 448kbps so the high noise margin reflects that. I suggest you raise a ticket at https://www.plus.net/wizard/?p=wizard&page=22883&wizard_id=38 requesting that your upstream sync speed be uncapped. That will probably more than double the upstream sync speed with a upstream noise margin of 6dB.
