Is what I get when using CORE FTP and ftp://www.username@ftp.plus.net and the PlusNet password.
Do I actually have to dial in? Why am I paying for broadband? OR, what am I doing wrong in trying to get to my webspace

First, broadband is a subscription account because you pay for it. The non-subscription accounts are the free dialup accounts.
The FTP host is ftp.plus.net not ftp://www.username@ftp.plus.net. I think you are confusing using internet explorer where you would use ftp://username:password@ftp.plus.net
