If I understand it correctly there's some sort of "breakpoint" of 10,000 residential customers at an exchange before it can be a Market 3.
Wouldn't you just know, my exchange is only a few hundred shy of that number, even with 4 operators, so is stuck at Market 2. It's been reporting at the same number of customers on samknows.com for about a year now. How often do they re-classify these things? Would it be automatic the instant the 10,001'th customer signs up, or is it reviewed annually, etc?

That is a ball in OFCOM's court. You could try visiting their site for info. I'm sure if anyone has any specific knowledge on how to find out other than asking OFCOM directly, I expect they will post.

TBH I don't think it's all that often, it's certainly not an automatic thing. It would need Ofcom to review the exchanges and see whether it needs updating.

As far as I know, it's about once every 12 months.

As I said earlier, get in touch with OFCOM and ask, and if need be give them some hassle.

Get everyone you know on the same exchange to independently contact OFCOM as well. Get letters published in the local paper about how you are paying too much for broadband because OFCOM haven't reclassified the exchange. Make it easier for OFCOM to update the classification than to try to ignore you.
