I live in London ten miles from the centre. Over Christmas I had speeds of 0.71Mbps though my normal "high" speeds are 2.21Mbps however at the beginning of last year they had been as high as 3.24Mbps.
I live in Welling and the exchange I am connected to is 3.5miles away in Woolwich. We are on a direct exchange connection and have no 'green boxes' s so cannot transfer to fibre. I pay more than my son who lives ten miles further out who gets connection speeds of 16Mbps.
Last night it took one and three-quarter hours to watch an hour long Amazon film (stopping every 5mins with following "film interrupted by low network speed check ISP 0.3Mbps")
I contacted support (chat) a few weeks ago who told me to "wait until they fit fibre (that's not going to happen in the near future).
Surely something can be done?
