Has there been a change to Usenet throttling this week?

Looks like something has changed this week.
I'm on Unlimited with an 8128 connection and for the last year my Usenet speeds have been great, even using it before midnight I could usually get better than the published speed (256K from 10pm to 11pm then 512K until midnight) but for the last few days it has been nothing short of useless, even using an SSL connection it runs around 7 to 25K
Tried central hopping and even a re-sync but it's still pants, after midnight and through most of the day I can still get up to the usual 800K but evenings have turned to complete carp
It's not exchange congestion as other protocols are fine and my second line with Vivaciti runs Usenet at full line speed 24/7, unfortunately I can't use it during the evenings as that line is for my childrens gaming.

Don't forget the published speeds are Kb (bits) and most newsreaders give KB (bytes); the published 10pm to 11pm speed is 32KB.

Also remember to factor compression,
Text can manage 4:1 - NEWS has a lot of repetition in headers etc.
ie.: 512Kbitsec could end up moving like 4:1 /to/ 6:1 greater than raw data rate.
~500Kbitsec datarate = {Plusnet throttle}
=> 2Mbit / 3Mbit sec throughput of NEWS data {apparent to application layer}
