Has BT changed 21CN speed ?

I can see many isp's and plusnet are now reduced from 'Up to 24 Meg' to 'Up to 16 Meg' as has BT Wholesales reduce speed on 21CN ADSL2+ from 24 Meg to 16 Meg now ?
I still get getting 17 Meg and that was more than Plusnet 'Up to 16 Meg' ?

Could ISPs come up with a term other than "up to" to describe the maximum possible speed? This, in conjunction with an average speed would be far more useful than an "up to" figure which is now not an "up to" figure thanks to the ASA!

Since the attainable throughput is governed by the sync speed, which is outwith the control of the ISP, I don't see how ISPs can lay claim to any figure.

But the ISPs can claim a maximum achievable speed for the technology, which is what, by and large, they used to do (although some overstated it, e.g. up to 8Mb was not really 8Mb) and then give the average speed that subscribers to that product achieve, which would, IMO, be far more useful than the new pretty meaningless "up to" figures.
