Fragile broadband and internet with dial-up style speeds

Well this is poor.

The signal has got progressively and progressively worse with a very poor automated style service in which to try and troubleshoot the problem - go to the phone but the phone directs you to a "community" which works by internet which isn't really working.

The band width and data rate / speed which we are now getting down the phone line is non-existent, hence the title.  Reset the router many times and turned it completely off and allowed any static to dissipate.  Please can there be a check put on our account for the speeds which we are receiving as normally around 12-14Mbits/sec and right now we're in dial up strength - not registering on signal strength app from the phone so <0.5Mbits/sec.
